From what I can piece together, Raymond thought he was writing to the real Blossom. I think he saw this site and was asking her about it even though she had nothing to do with it. The rest of the message is too convoluted to be deciphered. However, I get the impression he wants Blossom and Brick to save the world and kick my ass. It's just a theory...
